Description:

Stanwood, a coastal farming community, is the commercial and cultural center of northwest Snohomish County and Camano Island.  It embraces the values of rural life while still providing an urban level of services to its citizenry.  Through a community survey conducted in 2019, and as identified in the Parks Recreation and Open Space Plan, Stanwood residents have expressed their desire that the City place a high priority on future parks and recreation program planning.  With the growth of Stanwood and the community’s desire for robust parks and recreation services and facilities, the City is evaluating what a future park and recreation program or department could look like. 

The City of Stanwood is accepting Requests for Proposals (RFP) for professional services to prepare a Parks and Recreation Feasibility Study.  The Study shall form a strategy and provide recommendations on how best to provide recreational services to the Stanwood / Camano community.

All inquiries received four (4) or more days prior to the opening will be considered. If any changes are made to this RFP, an addendum will be issued on-line.
Qualifications:
The Consultant intending to perform the work must be willing to sign the City’s standard professional service agreement contract which includes the requirement to carry comprehensive general liability insurance. The consultant must also be licensed in the appropriate discipline(s) to do business in the state of Washington and all personnel assigned to this project must have the appropriate licenses, certifications, and/or designations required to perform their task.

The following criteria will be used to evaluate proposals. The maximum number of points is 60. Each criterion will be given a rating as following:

5-7 points Advantageous
1-4 points Not Advantageous
0 points Unacceptable

Miscellaneous:
It is the sole responsibility of the responder to have the packet to the designated location prior to the deadline date and time. Each response must be sealed in an envelope that has been clearly marked “RFP Stanwood Parks and Recreation Feasibility Study”. All late packets will be returned to responder unopened when properly marked.

All responders shall submit a cover letter, one (1) signed original RFP, and five (5) copies of the original to the City of Stanwood, ATTN: Community Development Director Patricia Love, 10220 270th Street NW, Stanwood, WA 98292. The City reserves the right to modify or cancel in part, or in its entirety, this RFP.

Proposals submitted by responder do so entirely at their expense. There is no expressed or implied obligation by the City of Stanwood to reimburse any individual or firm for any costs incurred in preparing or submitting a proposal, for providing additional information when requested by the City of Stanwood, or for participating in any selection interviews.
